It happens. Eventually, the problem is resolved and everyone gets everything they're owed. Tell your brother to go to the Navy/Marine Corps Relief Society. If it's a real emergency, he'll get a loan, and they'll take his lack of pay as collateral. No questions asked. They'll also let him pay the money back with his back pay, no interest.
