    The case was dismissed because “…the business owner didn’t have enough lobbyist in Washington” is the sarcastic answer.

    But a more realistic approach is that the new law was not directed personally at the business owner or his business or his industry. Now, if the city had encouraged him to invest in such an enterprise at the beginning of his career, that’s a different story.

    the case was dismissed, because there was no case. The law did not target this one person, and the law was not passed with the intention of putting him out of business
